I know I've been confused as to what we base our public testimony on for the ACHD Public Hearing. I confirmed with Mr. Bruce Wong of ACHD that our comments should be based upon the revised plan. The revised plan can be found here. The revision stops Mount Etna from coming all the way through and instead routes the connection of Mount Etna from Eagle Road into Tuscany through Santo Stefano. The revision does not include a connection for Burgo Way, but it defers that decision for the development of the residential portion. My expectation is that we would be fighting that battle down the road unless we can get the developer to agree to restrictions on the sale of the property concerning road connections. I would strongly suggest you review the revision and some of the other alternatives (bottom of page 6 on the staff report) contemplated within it.
ACHD is recommending approval of the change in the future land use map (Mixed Use - Community), zoning of C-C for the commercial portion and R-8 for the two parcels that will be residential. They are also recommending approval of the revised street layout for the Firenze Plaza development. Unless we can sway the opinion of the commissioners, this is what ACHD will do. If you are opposed to those recommendations, be prepared to plead your case. Many of us went into this endevour with the goal of no roads connecting into the subdivision. I've attached the relevent portion of the ACHD policy manual here, the full policy manual can be accessed here. Section 7207.2.4 is the section cited for requiring street access between Tuscany and Firenze Plaza. The actual wording of section 7207.2.4.1 follows: "Consideration for Future Development The street design in a proposed development shall cause no undue hardship to adjoining property. An adequate and convenient access to adjoining property for use in future development may be required. If a street ends at the development boundary, it shall meet the requirements as described in this sub-section.". The bolding of the word may above was mine and does not appear in the policy manual. This would be one of the points I would focus on if you are opposed, as I am, to any access to Tuscany directly from Firenze Plaza.
